In the event of their failure to do so, I hope the President and the Attorney General are standing by to give Terri emergency "injunctive relief".

I believe that was purposely done. The longer he took INSURED that his ruling would hold. There comes a point of NO RETURN when someone is being starved like this. He might have thought that EVEN if someone DOES overturn this, it maybe UNLIKELY that she would live if he dragged this out long enough. He's a shrewd one.
