If you mean that in the techical sense, NEVER.
WHY? Because, the people who make law, or rule on the law, aren't bothered when it affects you and me.
BUT, they will not allow you to use those laws to freely KILL THEM. They will have special protections, interpretations, etc.
WHY DO YOU THINK WE have to pay into Social Security and be satisfied with the trickle back you get when you retire, and the LAWMAKERS DO NOT?
