It's for allowing a Federal justice to review the case (which was previously under juristdiction of a Florida trial judge). As I understand it, Michael Schiavo petitioned the Florida (probate?) judge to determine whether or not Terri Schiavo would have wanted to live in her current condition (e.g., if she had executed a living Will, it would have contained Do Not Resucitate / No Tubes language.
