All Jeb Bush needs is a reasonable suspicion that she has been victimized in any way. Judges and police and DCF workers all have some immunity from prosecution if they act on their own discretion with proper motives. Same goes for the governor doing what a governor can do.

As long as he is acting in good faith in the interests of Terri's welfare, he is legally on very safe ground.

I know this, you know this, and we both know that Jeb and George know this.. there is NO excuse here. How many times do the judges in Florida get to break the law before someone actually DOES something about it?
