I'm a lawyer and my first thought was that it was a bill of attainder. However, I lookd up the history and a key element is missing. A bill of attainder seeks to punish a single person without trial. Here there is no punishment therefore it should pass constitutional muster. Some examples of bills for single persons. Chrysler Bail out, Bills making individuals citizens, Gold Medals for Schwartzkopf at end of Gulf War.

Also today, a Senator spoke in reference to that type of scenario. He said they are duty-bound to make laws that have to deal with people and the Constitution and how it affects us, individually. He then gave an example of another bill, in the works, that has to do with 2 reporters, in jail, because there's no federal protection as regards to their charges.....2 people they are making a bill for.

The senator who spoke is a lawyer; I can't remember his name. But he was very clear in explaining the Legislation's DUTY. He said, also, if they are "not allowed" to make laws, as concerns the citizenry, then their jobs are no job, "they might as well go home."
