An executive order is just that, an order by the president. I surmise this order can be almost anything except an illegal act. The question is: Is the order to let someone live an illegal act? I don't think so. If the President or the Governor can legally issue such an order and they fail to do so, their political careers, IMO, are over. Hoping and praying for a miracle. I doubt it. An executive order generally has to do with the policies and procedures of the federal government; e.g. who the gov can contract with, how FBI agents dress, etc. I would assume the hospice that Terri resides at recieves some federal money. If that's the case, Bush could creatively word an executive order keeping her alive. However, it would only be a temporary measure as I am almost certain Michael Schiavo's lawyers would have it struck down by a court.
