Interesting article. Vicente Fox was elected to make changes in the corrupt system, but it seems that he forgot to fire the corrupt leftovers from the previous administration before he started his "change".

Fox's only claim to fame is that he has successfully exported a good percentage of his country's poor people for us to support.
