The true model AK-47 (as opposed to the press family of rifles SKS and the like being labeled as AK-47) is a fully automatic firearm and as such has been banned, "from the streets" since the 1930's. Class III FFL is the only way to legally possess an AK-47. Dealers for law enforcement purchases and serious collectors are the only folks I know of with Class III. Lots of paperwork, money, scrutiny and renewals.

Can't get much more government control than with an outright ban and heavy regulation of the industry supplying law enforcement.

The point here is not the weapon, but the act. Usually, automatic fire on the streets is intended to murder and is indicative of other serious criminal activities.
