The courthouse in my town has a security room with about 24 video screens and only 2 people to watch it. For years these two people also served as the security info window.
Countless times I've walked past their room and seen both people yaking to a citizen at the window, yaking to other security folks, or simply not even at their station.
They could equip these cameras with motion detectors that would automatically alert guards to movement. It's been shown that the average person can only look at a security monitor for 20 minutes before becoming distracted.
