Amen. Well, Hall would have been a goner though. Don't know if she could have been resuscitated during the extended time she was unattended to. BUT ... she should not have been alone with the suspect, already known to be a violent criminal.

This man would have found a weakness to exploit, somewhere, sooner or later. He was studying the situation to take advantage of the weakest link.
We should be concerned over how the slack in the current system is corrected, but placing blame? The blame is we are human and we make mistakes. The Officials will be busy dealing with blame. I am more concerned with why he did all this to escape, then cooks pancakes and has the cops called in.
