Yes, for a Black. I'll try to write in terms that won't give offense. A dark complexion Black would be one who had the coloration that you would see in central Africa. A light complexion black would be cafe au lait in tone. The derogatory tone for a light complexion person was "high yellow" and they would generally be a quadroon or an octroon - able or almost able to pass.

Compared to someone from Nigeria, yea it is. Since they ID'd him as "Black" or "African-American", the term "medium complextion" is thus relative to that subset of the population.
