Does the Fulton County courthouse not have this?

They do. He was on the inside, as was the weapon.

I get that, but how do armed guards assigned to keep people with weapons out of the courthouse not manage to keep a man that has just killed three people inside the courthouse?

" He was on the inside, as was the weapon."

This is the point that everyone is missing. Why did the deputy have a gun???

In our courthouse, there are no guns on deputies. There no guns on anyone at the jail or the lockup. In the transfer process, there is NO opportunity for a prisoner to come into contact with a gun. They are controled with cuffs and overwhelming numbers of force. Guns serve no purpose in this environment. We have 40000 inmates in our DOC and not a single guard carries a gun.
