The city of Atlanta is only a small part of the Atlanta metro area. The city of Atlanta only has around 400,000 people while the Atlanta metro area has about 4 million.
Since Fulton county has a very narrow shape, most of the population actually lives outside of the city limits. Counties like Dekalb, Gwinnett and Cobb contain most of population. A huge number of people also live with Fulton county outside of the city of Atlanta (Alpharetta, etc).
This makes the city of Atlanta easily controlled by urban interests. Most Atlanta area residents don't even know who the mayor is since they don't live in the city proper.
