Reminds me of Eldrin Bell, Atlanta Police Commissioner in the 90's (and American Idol Justin Guarini's father).

He was known for sewing new epaulets onto his Sgt. Pepper-style uniform. It was all about the uniform.

This guy is probably all about the uniform too.
