The large oil and gas companies are just waiting for government incentives in order to build new refineries and the government will give in. Maybe in tax breaks or lessoning environmental surcharges? Any breaks for these oil giants will result in millions, maybe billions, added to their bottom lines and give them reasons to build. Over 20% of what the consumer pays in gas goes to taxes and surcharges that these corps. have to pay the government and eco-twirp agencies.
