So production and wholesale will have exemptions, but the retailer will collect the tax? What's in it for the retailer, large or small, to collect the tax, besides jail if they don't.

What's in it for them to collect sales taxes now? All but 5 states already impose state-wide sales taxes and many local governments also have sales taxes. Collecting taxes is something that businesses have been doing for over 100 years.

If you go to www.fairtax.org, there is a provision to allow retailers to retain a small percentage of the tax collected to cover their collection costs, which is something I don't think many state or local agencies that impose a sales tax allow.

Yes, I know and I didn't like it. Why should I work for YOUR tax simplification?

In fact, it isn't enough to cover the actual costs for a business to collect taxes for the government. It's posted low so as to win favor and passage. It's not a real world estimate.
