The Philippines "jumped the shark" when they demanded that the US pay WAY too much for the military bases back in the 90's.
They took a BIG economic hit when the US told them, "Thanks, but no thanks". It was a hit that they hadn't a clue on how much it would hurt.
Now they have to accept handouts from anyone willing to give to keep their military going at all.
The Philippines wanted America out because we ran roughshod over them during the Marco years (as they see it). They came up with a price they knew we would not pay as an excuse to drive us out through diplomatic means.
