The States could, of course, just simply refuse to obey the decision and proceed with executions anyway.
It would then really be up to the President to decide whether or not the Executive Branch, meaning the Federal Marshalls, FBI, and the like, would enforce the rulings on the States or allow the State override of the decision to stand.
