There is no such thing as "to young" regarding the equal application of justice. One crime should equate to one punishment. The only just punishment for murder is the death of the actor.
Hard cases make bad law. How many eight year old killers are there out there this would save? How many seventeen year old killers are there who will now go free?
Besides, there are standards in the law to deal with young children who kill.

That's ridiculous. We have a jury system to take that into account. The under-18 killers were found guilty and sentenced to death because they deserved it. Plenty weren't sentenced to death.

Whatever age the State Legislature sets.
I don't think its a matter of age so much as mentality anyway. Young teenagers (13 and 14) certainly understand the concept of murder and right and wrong.
