Shrewd he is. He shuffled the deck, changed the terminology, and went to great rhetorical lengths to change the appearance of what he was doing. Yes, there were protests and sit-ins and marches, and lots of noise making. Yes specific quotas were eliminated. Some good things were accomplished.
However, when you dig into the details and find that there are specific programs for measuring minority contracting for the purposes of making sure there is enough minority contracting, you find that he has found a different way of doing the same thing as before. What will he do if he makes the determination that not enough minority contractors are getting contracts? And, when you give a contractor bonus points in considering the awarding of contracts, how is this not a preference?
