"Leaning" libertarian isn't "being" libertarian. Bush's purposed guest worker program is just a not particularly clever way to funnel welfare to Mexico. Not libertarian at all. No one gets a handout under a libertarian system.

Matching "willing worker with willing employer" is very libertarian in philosophy. The Wall St. Journal has been pushing that concept since the eighties.
What he's trying to do with Mexico in propping it up is a separate issue that conservatives oppose as well. Could be he's attempting to kill two birds with one stone, both of which are bound to fail.
