Think there was a deal cut before permission was given to marry? Looks that way to me. If Her Majesty was concerned about the situation and wanted to hold him to it, before the marriage would be the time to negotiate.
I was under the impression the wedding announcement caught everyone on the hop - Her Majesty, the Prime Minister, etc. I think this is indicative of Her Majesty's disapproval.
