Archbishop of Canturbury has already publicaly condoned the marriage

There's even subtleties in that - the ceremony is civil, not religious. A blessing is being given, but no rites performed. This leaves the entire marriage in a grey area, and the throne in a grey area that is best resolved by William taking the throne.
