As most policies see it, removing life support from a person who has been found by doctors to be in an unrecoverable state is NOT killing. I'm not saying that the judgement that she is unrecoverable is correct, just that from the policy's perspective his action would not be "killing" the same as it would be if he had shot her or something like that.

You cannot remove a patient from life support until there have been negative EEG's. Some hospitals require as many as four. If the EEG shows positive waves, the life support may not be discontinued! Exactly what do Terri's EEG's reveal hmmmm??????? Since she breathes on her own she IS NOT BRAIN DEAD!
