I realize that part of it would be because that area is near the Nation's capital. Which is scary.

I believe the proximity to D.C. and the Pentagon is pretty much the entire reason why so many of them gather around here. And they understand that there's a lot less general policing and surveillance in the suburbs than within the District itself.
