but stop and frisk is not a crime. the #1 most effective technique used to achieve the dramatic crime reductions in NYC - was the streets crimes unit stop and frisk techniques. police would simply stop people (yes, based on how they looked and most importantly, which neighboorhood they were out in the street in) and put them up against a wall and frisk them - uncovering weapons, drugs, warrants, etc. it works. it instills fear of the police into these people, and that's what they don't have now. they don't have any fear of the police, and a few midnight basketball sessions by the PBA isn't going to help.
