I think you're right about the color they usually wear.
A distraction for a jewelry store robbery is a possibility. Most jewelry robberies in malls are grab-and-run. The sales person shows the jewelry to a "customer" who tries it on and runs off. Happens fairly often, and some get caught. Most professional thieves stay away from being armed to avoid adding an extra charge if caught.

This mall is swarming with cops. Fox has overhead live pics....8-10 people have been wounded. They have tent set up outside ambulance in parking lot.
Most of the DC sniper victims were minorities. 7 were Black, (Bridges, Chalfont, Johnson, The clerks in Atl and Ala, the girl in WA, and the kid who survived-Iran Brown), Two were Hispanic, one Indian, and another in LA was Asian.
We will know soon enough and all this speculation about the race of the shooters is a waste of space.
