Leviticus 18:22: You shall not lie with a male as with a woman; it is an abomination.
Leviticus 20:13: If a man lies with a male as with a woman, both of them have committed an abomination; they shall be put to death; their blood is upon them.
Romans 1:26-27: For this reason God gave them up to degrading passions. 1 Corinthians 6:9-10: Do you not know that wrongdoers will not inherit the kingdom of God? Do not be deceived! Fornicators, idolaters, adulterers, male prostitutes, sodomites, thieves, the greedy, drunkards, revilers, robbers — none of these will inherit the kingdom of God.

Hebrews 13, v 14 says: "Marriage is honourable in all, and the bed undefiled: but whoremongers and adulterers God will judge." Now identify whoremongers & adulterers in 1 Corinthians 6, v's 9-10 "Know ye not that the unrighteous shall not inherit the kingdom of God? Be not deceived: neither fornicators, nor idolaters, nor adulterers, nor effeminate, nor abusers of themselves with mankind, nor thieves, nor covetous, nor drunkards, nor revilers, nor extortioners, shall inherit the kingdom of God."

More passages are definitely applicable. A Strong's Exhaustive Concordance will help shed some more light on this important subject.
The politicians are clearly wrong on this one and will have to fork over cash (if asked to), but this is not over money, so I would recommend that they keep it.
This is clearly not a monetary issue, to say the least, as it is much more important than that. Introducing money and lucre into this issue as a wager is abominable.
