It's the language. Arabic tends toward poetic expression. I assume the Kat man is Arabic and is speaking Arabic. He could be Persian, though, but that Indo-Euro language tends less towards flights of fancy.

Iran will continue suspension of its enrichment activities during negotiations with the Europeans about economic, political and technological aid. Iran has said it will decide in three months whether to continue its suspension.
Translation: Another three months of enrichment gained
at the cost of a few feeble promises to gullible diplomats.
