Actually, they're not. The Moon is tidally-locked to the Earth. A number of other satellites in the Solar System are also tidally-locked to their primaries.

The odds of this occurrence are infinitesimal. No. They are predicted by scientific theory and the conservation of angular momentum. In fact, in billions of years from now, people on the moon will only see one side of the earth!
