present and future tenses. no indicators of past presence of the rainbow or a rededication of an extant phenomenon. all indicators point to a new thing.

Hebrew verb tenses are difficult to translate into modern language. They do not have the same time sense as we do.

I guess you can read it as a new thing, but I see nothing convincing that you would need to do it.

It would be like I would say to you:

Whenever you look at your middle finger of your left hand, you will think of me. ;-)
