At the minimum, MS has missed out on the very large market for such products. Symantec…Until recently anyway. Check the news on MS's new product plans.
Maybe they used to think that making money on a product whose value varied inversely with the security of their other product would be embarassing - or might creating competing incentives:
"Hmm, if we fix it too good, then we won't make as much money selling the product that they need 'cause we didn't fix it..."
