Example, November 21, 2004, 21 nations held a conference in South America. They didn't call it agenda 21 but you can bet your bottom dollar that is what it was.

Isn't it koffee annus who wants to put restrictions on what can be put out over the internet?
If you can google, and get more than 20 million hits on Agenda 21, maybe that's just one of his reasons. Subjects like the one we are discussing will be prohibited.
