I don't think he meant it in a derogatory way. Bush communicates best when he speaks in simple, declarative sentences. I think Krauthammer was saying it wasn't flowery rhetoric that sounds good but means nothing.
I was a little taken aback by Charles' 'pedestrian' comment too. I think 'down to earth' would be a better description. The President was setting his agenda, no question about it, and he did it BEAUTIFULLY.
