I don't know about Florida, but I must assume that's NOT what is supposed to happen. I understand the "usual" protocol would be randomness (at least in a couple states I know about, New York and Colorado), although I understand that doesn't always follow, either.
It didn't make sense to me that an attorney could pick a judge, but since Florida is so weird, you never know.
