Many bishops go against the authority of the Pope. The Pope cannot control many of those apostate bishops.

What happens if a priest goes against the will of such a bishop (but with the will of the Pope?)

The bishop can give the priest a hard time, if he chooses, but I'm sure the priest would rather displease the bishop, rather than displease God!
