They in principle could do so when it is an act of hooliganism, but I understand that they have more important things to do, like eat donuts and catch speeders.
How are you defining "hooliganism" here?
I think bumper stickers are pretty safe on 1st Amendment grounds, even if you personally happen to find them offensive or 'blasphemous'.
