Yes, I beleive you're correct. India and China are not an Evil Democracy like the US is.

They would not be exempt, but as still developing nations they would not have to curb their emissions levels at the same rate as developed nations.

Certainly. Global warming cannot occur in those political locations. Their sh*t doesn't stink dontcha know? Ask any Hollywood celebrity, they'll tell you.
