I haven't finished the article yet but this sounds an awful lot like a set up for "We should do things more like Europe does." Yeah, let's give Communists, Fascists, and other loons the legitimacy they want so we can be more like a continent that can't even defend itself.

We should not dismiss it out of hand, because we Californians may be testing the ability of the American system to function when society reaches a critical point of complexity.Phooey. Who says a government that cannot act is bad? I happen to prefer government gridlock. The less the government does, the better.
