It is far easier to teach a dog to "alert" on command than to train it to "alert" upon discovery of any particular substance or odor.

I have no faith in the majority of police dog training programs.

And even if no deceptive alert is intended, every owner of a smart dog knows that dogs can be very sensitive to the handler's emotions and reactions. A clever dog may just "know" when he is "wanted" to alert.
