Partially correct. A dirty bomb can also be a jacketed nuke. As to the effect, take a look at the "kitten" tests conducted in OZ.

A hydrogen bomb is also a dirty bomb. The most commonly bomb refered to as a dirty bomb is just explosives wrapped with some radioactive material.
You are correct that a jacket nuke would be a dirty bomb.
