There is no way this scheme could have been financed given the economic condition of the nation. Until Hamilton established the National Bank there was almost NO money inside the US. Even with the Bank there was no way that money to buy and free slaves could have been raised unless the "anti-Big government" clique was removed from political influence. The FACT that the fedgov was TINY meant nothing to those propagandizing against it and to claim that a HUGE growth in it (necessary to implement such a scheme) is absurd.

Lincoln did not free any slaves outside the Secessionist states so I don't know what you are referring to.

He didn't compel any slaves to be freed outside of the Confederacy.

That doesn't mean that there weren't attempts-feeble though they might have seemed at the time-to help emancipate enslaved men and women living in various border states, such as Maryland, Kentucky, Missouri, etc., etc...
