After the fact, I concluded that I'd stopped and had dinner at a joint that had a high incidence of tourist DUI tag and and releases, that the local cops fed on. Perfectly legit. I hope they got close to their quota every day. And if there's a high incidence of tax evaders in your neighborhood, are you going to be the first one in line for an audit?
