How much is RACE a factor?
Why do you specify the racial part ?
If race is the criteria, then China, Japan and Korea, the "yellow" races would be unired against any non-yellows, right?

To me, race is NOT the over-riding factor

This is not really a race issue. It is about nations forming groupings with like minded peoples.

India and China are big enough to stand alone, but the European states and Russia maybe not.

Sorry if you mistook this for a racial comment.

India and China are big enough to stand alone, in fact one could say that they were already groupings of like minded peoples.

Do east and west Russia share the same commonality?

I have my doubts.
