The result of this should be a national voter registration data base. Registring to vote should require proof of citizenship and proof of residence. When you move and notify the registration district, the data base should be updated and your previous registration should be removed. This will stop duplicate registrations and clarify provisional ballots. Military ballots should NEVER be disallowed.
