Completely porous borders, North and South. Ferries bring them in from the Canadian side to Washington State, and from there they are free to roam at their heart's content. Who keeps count how many come back? Doubtful anyone does!

"Man arrested in bus accident"

ARTICLE SNIPPET: "GILBERTVILLE --- A Wisconsin man was arrested after he allegedly grabbed the steering wheel of a bus, causing it to careen into oncoming traffic on Interstate 380 Sunday afternoon.
The bus, a MCI passenger bus operated by Burlington Trailways, collided with a Lexus sport utility vehicle injuring a child, according to the Iowa State Patrol."
