They are mad because they haven't been able to catch a speeder in 10 months because most have cars faster than theirs.
There was a Caltech prank back in the late 80s when a bunch of cars, that spelled out "CALTECH," drove on a major five lane LA highway, during rush hour, at exactly the speed limit. Needless to say, the traffic jam this created lasted for hours and many miles. Yes, it made it on the news, including aerial footage of the cars clearly spelling out CALTECH.
