A suggestion: why not have Freepers from the area congregate in Boulder, form 'plugs' of a dozen or so cars and cruise the main arteries during rush hour, meticulously observing the speed limit?

They do say the way to get rid of a bad law is to enforce it. ;^)

They are mad because they haven't been able to catch a speeder in 10 months because most have cars faster than theirs.

There was a Caltech prank back in the late 80s when a bunch of cars, that spelled out "CALTECH," drove on a major five lane LA highway, during rush hour, at exactly the speed limit. Needless to say, the traffic jam this created lasted for hours and many miles. Yes, it made it on the news, including aerial footage of the cars clearly spelling out CALTECH. For obeying the speed laws.
