I thought it was too cold on Mars for water to exist in a liquid state.

There is a very small temperatue window where water can exist in its liquid state in an atmosphere as thin as Mars'
However the rates of evaporation would be high and just a degree or two of increased temperature would boil what liquid that remained off.
