Now if a November election can't be resolved until late December then why would a February election be resolved before late March/early April?

Maybe Washington state should decide it's elected offices not by elections but by Texas Hold Em tournaments instead.

Electoral ties in Nevada are settled by the candidates drawing from a deck of cards. High card wins. Works very well.
