I suppose A bulldozer must "drive through" a city to reach the building to be razed. So the phrase "driving through a refugee camp" is technically accurate, with the added bonus of inspiring all sorts of false presumptions about intent, context and consequence. Why worry about the truth when you can use emotion-laden labels to make a point?
